II. BECOMING ACCREDITED__ THE PROCESS
CURRENT STANDARDS vs. FUTURE STANDARDS
From 2000 to December 31st, 2005, there are two alternatives for programs seeking accreditation or re-accreditation. All currently accredited organizations are required to meet the 2006 Accreditation policies by December 31st, 2005 or forfeit accreditation. The 2006 Accreditation policies are based on terrain guidelines summarized in section IV of this document.
Accreditation Option 1.
A school meeting the 2006 terrain guidelines need only complete the accreditation self-assessment. A field review is not required unless deemed necessary by the Accreditation Committee following review of the self-assessment.

Accreditation Option 2.
A school may be accredited or reaccredited by completing the accreditation self assessment and having a field review in each terrain type that guiding is conducted. This accreditation will remain valid until December 31st, 2005 at which time all accredited organizations are required to meet the new 2006 educational and terrain based standards.

1. Application and Initiation
Organization contacts AMGA office to request accreditation packet.
2. Accreditation Packet
This packet includes a description of the AMGA accreditation program and guidelines to help the operator complete the process. The following forms are included:
a. Organizational overview
b. Supervisor/Director summaries (fill out 1 per applicable program category)
c. Guide/employee spreadsheets (fill out 1 per applicable program category)
d. Self assessment questionnaire
e. Annual report (note that this is not due with the initial application, but due annually after the program receives accreditation)
The next step is for the organization to complete forms a.-d. and submit them to the AMGA office along with the accreditation fee. This fee covers accreditation committee expenses and includes the organizations’ dues to the AMGA as a supporting member for that year. The forms will then be sent to the Accreditation Committee (AC). The self-assessment report and supporting documents are carefully reviewed by members of the AC who may ask for more information or clarification. At this point, the Accreditation Committee may also propose actions that an organization should take as part of the accreditation process.
The Self Assessment helps to insure that organizations are successfully accredited and that all aspects of the operation have been thoroughly considered. When the self-assessment has been satisfactorily completed, the process of field review is initiated if needed. Note that for a program meeting the 2006 accreditation guidelines, no further action may be needed.
3. Field Review
A field review is required if an organization does not meet the 2006 educational and terrain guidelines. For those organizations already meeting the new guidelines, a field review is unlikely but at the discretion of the accreditation committee. Since accreditation is intended to be self-regulating and relies on honest responses from programs, a few spot reviews will occur annually to ensure standards are being accurately reported and maintained.
If required, the purpose of the on-site review is to observe activities and gather information about the organization in order that the AC has a complete picture from which to make a decision. The team consists of at least two people. The visit may include observing different activities, asking for certain skills to be demonstrated, customer service operations, interviewing of staff and students, reading files and meeting with the organization’s management. The review team then reports its observations to the organization in a debriefing and each member forwards a written report to the AC. The review team may suggest changes in practices or make recommendations to the committee about how to proceed. The review team is not charged to standardize technique among organizations, but rather to ensure that techniques are appropriate and acceptable within the industry. The review team does not make the final recommendation about accreditation; that is the responsibility of the AC.
A field review may also be requested by any climbing operation wishing a more thorough and hands-on review of its business and field practices. This can be a valuable tool for business planning.
Additional information about the field review process is available from the AMGA office upon request. If you know you do not meet the 2006 guidelines, inform the AMGA office when you initially contact the AMGA concerning accreditation and this information will accompany the accreditation packet. Spot review expenses are borne by the AMGA; field review expenses for organizations not meeting the 2006 guidelines are borne by the organization.
4. Accreditation Report/ Organization responses*
The committee will review the results of the self assessment and supporting information (and of any necessary field review) and prepare a final report with recommendations. The AC then chooses to: 1. grant accreditation or 2. defer accreditation contingent on additional information or specified corrective actions. If accreditation is deferred based on additional corrective measures being needed, the organization will have 60 days to respond with a plan of action.
The accreditation committee will not make a formal decision to grant accreditation status until the organization has responded in writing and all required changes have been met. An organization whose weaknesses are too numerous, too significant, or who has issues that cannot be eliminated within a prescribed period of time may be denied accreditation status at this time.
Evidence that an organization has met required changes may be based on one or more of the following:
a. A written report indicating requested improvements have been made.
b. An additional visit by the review team to verify compliance.
c. A meeting of representatives of the organization with the accreditation committee.
Expenses incurred by the accreditation committee will be born by the organization.
*Note that until the organization has been notified by the Accreditation Chair, only the Accreditation Chair may disseminate information about the decision. Following notification, decisions on applications shall be public information unless an appeal is in progress. The AMGA may release information to other agencies, media, and its membership about the accreditation status of organizations.
5. Appeals
The final decision of the accreditation committee may be appealed in writing within thirty days by the organization to the AMGA office. The office will acknowledge receipt of the appeal and forward it to the accreditation committee for immediate resolution through communication with the organization.
If agreement cannot be reached, then the issue will be forwarded to the AMGA Board for action at the next scheduled board meeting. The Board may appoint an independent committee to consider the appeal or the Board may hear the appeal itself. If a committee is appointed, they will make a recommendation to the Board at the next scheduled meeting. The decision of the Board at this meeting will be final and must be by a two-thirds
vote.
6. Accreditation Contract
If the accreditation committee grants accreditation, an accreditation contract will then be signed by both the organization and the AMGA. Present contract below:
III. MAINTAINING ACCREDITATION
ANNUAL REPORT
All accredited organizations are required to submit an annual report summarizing programs, client days, trainings, and guide qualifications (see Section VI).
Changes that could affect accreditation
o new ownership
o guides not meeting terrain requirements
o High incidence of fatalities or serious injuries within the program
o high guide turnover ratios
o loss of insurance
o Violation of AMGA code of ethics, such as illegal guiding or false marketing
Spot Reviews
Spot field or administrative reviews may also be done at any point during the accreditation period to ensure compliance with accreditation guidelines. A school will be informed that during a four month period they can expect an unannounced field review. The expense of such a review will be borne by the AMGA.
ISSUES ARISING DURING ACCREDITATION PERIOD
If evidence is found that an accredited organization has fallen below accepted practices or has breached the accreditation contract then one of the following actions will be taken by the accreditation committee based upon the “size” of the issue:
o send letter of concern
o send letter of warning
o accreditation is immediately suspended pending further investigation
o revocation
DURATION OF ACCREDITATION
Currently accredited organizations are subject to the current expiration date.
For organizations meeting the 2006 Terrain guidelines, their accreditation will remain valid as long as guidelines are maintained. An Annual Report must be submitted each year and a full Administrative and Field Self Assessment Questionnaire must be submitted every four years.
Accreditations that require a Field Review (Accreditation Option 2) are valid until December 31st, 2005 at which time all accredited organizations are required to meet the 2006 Terrain guidelines.
ACCREDITATION MARKETING GUIDELINES
The primary purpose of accreditation is to provide education and feedback to an organization and a general assurance to the general public that the organization has demonstrated ability to meet industry standards. Once achieved, such organization may freely market their accredited status within AMGA guidelines.
Organizations may not utilize any statements, logos, or graphics that suggest that they are accredited, or likely to be accredited, until they have received notification from the accreditation chair that they are accredited.
Organizations who advertise falsely are subject to revocation of AMGA membership, of AMGA accreditation, and possibly legal action.
If "Accredited Status" is granted to a college, school, summer camp, or other organization within which climbing instruction and guiding is one of several sports or activities being conducted, that company's publication of its "AMGA Accredited Status" must include wording, indicating the specific aspects of the program that have been accredited—rock climbing, alpine, ski mountaineering.
